Re-felting means replacing the waterproof skin of a flat roof. Older flat roofs on extensions, garages and porches were covered in built-up bitumen felt, laid in layers. Over 15 to 20 years the sun, frost and standing water crack it, lift the seams and open the joints at the walls. When that happens the roof leaks, and no amount of paint-on sealer fixes it for long.
Today the word covers more than felt. When we re-felt a flat roof, you can choose new torch-on felt, an EPDM rubber sheet or a GRP fibreglass shell. They all do the same job, which is to keep the water out. They differ in price, lifespan and how many joints they have. Our roof re-felting and waterproofing page sets out all three.

These are indicative Irish prices for a flat roof up to 20m², supplied and fitted, with VAT at 13.5% on top. Our published installed rate for EPDM and GRP is €90 to €140 per m², and small roofs cost more per square metre because the set-up, edge trims and waste removal are the same whatever the size.

A two-layer torch-on system, a base sheet and a mineral cap sheet welded together, gives about 15 to 20 years on a correctly prepared deck. It is the cheapest way to re-felt and a sound choice for a small, awkward roof with lots of corners. The weak points are the joints and the details, which is why we form every upstand in the same job.
EPDM is one sheet of rubber across the whole roof, so there are no seams in the middle. It stays flexible in cold weather, copes with movement and lasts 25 to 35 years. It is our usual recommendation for extensions, garages and dormers, and we are Firestone Approved Installers.
GRP is fibreglass laid in resin to form a seamless shell, lasting 25 to 30 years. It suits balconies and walk-on roofs and awkward shapes. It needs a dry, sound deck and dry weather to lay.

A small failure in a roof that is otherwise sound is a repair, and a repair is the cheapest option by far. If the roof is sound but worn, a new membrane over the old surface is an overlay, as long as a survey shows the deck is dry. If the felt is wet, the deck is soft or the roof has already been overlaid once, the old layer has to come off. We tell you which it is, and we will not sell you a re-felt when a repair will do. See our roof repair service and our guide to roof repair costs in Ireland.

A flat roof up to 20m² costs about €1,500 to €4,000 in torch-on felt, €2,500 to €5,500 in EPDM rubber and €2,800 to €6,000 in GRP fibreglass in 2026, before VAT at 13.5%. The written quote after a free survey is the figure that counts.
Our indicative installed rate for EPDM and GRP is €90 to €140 per m². Small roofs cost more per square metre because the set-up and details are the same whatever the size.
Re-felting takes the old layer off and replaces it. An overlay puts a new membrane over the old surface. An overlay costs less but is only suitable when the deck is dry and sound.
Torch-on felt lasts about 15 to 20 years, GRP 25 to 30 years and EPDM 25 to 35 years, when laid on a sound deck with proper drainage.
It is the cheapest option and suits small roofs with many corners. For most extensions, garages and dormers we recommend EPDM or GRP because they have fewer joints and last longer.
Sometimes. If the deck is dry and sound, a new membrane can go over the old surface. If the felt is wet or the deck is soft, the old layer must come off. A survey confirms which.
A roof up to 20m² usually takes one to two days, weather permitting. Flat roofs are laid in dry weather.
No, replacing like for like is maintenance and does not need planning permission. Protected structures and houses in an Architectural Conservation Area should be checked with the local authority first.
