Is Storm Damage to a Roof Covered by Home Insurance in Ireland?

Insurance Ireland, the industry body, says household buildings and contents policies cover damage caused by storms. In practice that means slates and tiles blown off, ridge tiles lifted, lead flashing torn back, gutters pulled from the wall, and rain getting into the house through a storm-damaged roof, as long as your policy includes buildings cover.

Two things sit outside most policies. The first is gradual deterioration: nail sickness, rot, rusted valleys, moss-lifted tiles. The second is anything your policy excludes by name. Allianz Ireland, for example, describes its storm cover as wind of more than 47 knots (87 km/h). Other insurers word it differently, so your policy schedule is the only place to confirm yours.

What Storm Damage to a Roof Looks Like

  • Slipped, cracked or missing slates and tiles
  • Lifted or cracked ridge tiles
  • Lead flashing peeled back around chimneys and valleys
  • Torn felt or membrane on flat roofs
  • Gutters and fascia pulled away from the wall
  • Debris impact from branches or from a neighbouring property
  • A damp patch or drip inside that was not there before the storm

A leak can show up days after the wind has dropped, so check the attic and ceilings as well as the outside.

Does Home Insurance Cover an Old Roof?

Not if the insurer decides wear caused the failure. Insurers send a surveyor or loss adjuster to decide what caused the damage. If a storm damaged a roof that was sound before, that is a storm claim. If the roof was already failing and the wind finished it off, the insurer may refuse or reduce the payment. Photographs of the damage matter, and so does any record of the roof's condition before it: a recent survey or an earlier repair invoice.

What to Do After a Storm, Step by Step

  1. Stay off the roof and ladders. Look from the ground or from inside.
  2. Photograph everything before you move it: wide shots of the house, close-ups with something for scale, debris where it fell, and any water inside. Leave location and date switched on in your phone camera.
  3. Stop further damage if you can do it safely. For anything on the roof, call a roofer to make it safe. Insurers will usually pay for temporary repairs, so keep every receipt.
  4. Ring your insurer promptly and get a claim reference. Check your policy schedule for its notification wording and time limit, because they differ.
  5. Get a written report and a costing. We provide the photographic report and written assessment insurers ask for.
  6. Do not authorise permanent repairs before your insurer has agreed the scope, unless they confirm in writing that you can.
  7. Keep a folder of the photos, receipts, claim reference and every email.

Make-Safe Versus Permanent Repair, and What It Costs

A make-safe is the quick job that stops water or danger: a tarpaulin, a temporary fixing, a secured section. It is priced separately from the permanent repair, which comes later once the insurer has agreed the work. Our indicative 2026 ranges, before VAT at 13.5%:

  • Storm weatherproofing (immediate protection)€300 to €800
  • Leak repair€400 to €2,500
  • Emergency storm damage work€1,500 to €8,000

These ranges are indicative. The exact cost is confirmed after a free survey, and scaffolding appears as its own line where it is needed.

Loss Adjuster or Loss Assessor?

A loss adjuster is appointed by your insurer. A loss assessor is a separate professional you can hire to represent you, and you pay their fee yourself. Many householders do not need one for a few slates. For a large claim you may want one. If you hire one, ask what they charge and check their credentials before you sign anything.

Why Storm Claims Get Reduced or Refused

  • The insurer decides the damage was wear and tear, not the storm
  • No evidence linking the damage to the storm date
  • Late notification against the policy's own time limit
  • Nothing done to stop further water damage
  • The excess is larger than the repair, or the policy has no buildings cover

For the insurer's side, Insurance Ireland is the industry body. If a claim is refused and you disagree, you can complain to the Financial Services and Pensions Ombudsman. For wind warnings on the day, see Met Éireann.
